You have several options to see if a text has been cited. First, you could use the social sciences citation idex (Web of Science) database.  A second option is to go to Google Scholar and search for the article by title. You will receive a number of articles that cite the article in question. Clicking on the citation number will open up a new screen that lists the articles that are citing your article. Neither system provides an exact citation count but it does provide a sense of who is citing the article and how often it is being cited.
