The short answer is, it depends.  Is the group a USD group?  Who owns the movie/tv show?

Unless the usage is considered 'fair use'', any purely public performance should pay fees.

What is a fair use?  It is decided on a case-by-case basis, but generally, if the group is educational in nature and there is an educational component to the showing (usually a discussion of the movie/tv show after the showing), then it's probably considered fair use.  Our copyright libguide has more details. http://libguides.usd.edu/copyright
